The CAP is both a challenge and an opportunity.

A challenge in that we, as a community, are conditioned to crisis reaction instead of anticipatory positive change.

It is an opportunity to adopt a proactive stance to see that change will occur, from a collective, collaborative community initiative by which this change can be accomplished.
