Terrorism Threat Advisory Levels and Recommended Actions for BUSINESSES

Low Security Threat Level
GREEN/LOW -- Low Risk of Terrorist Attacks

• Use the Red Cross Emergency Management guide Business and Industry to develop a written emergency plan to address all hazards. Include an emergency communication plan to notify employees of activities; designate an off-site ‘report to’ location in case of evacuation.
• Develop continuity of operations plan to include designating alternate work facility/location for business.
• Arrange for staff to take a CPR/AED and first aid course.
• Obtain How Should Florida Prepare for Terrorism? brochure from Emergency Management Office.

Guarded Security Threat Level
BLUE/GUARDED -- General Risk of Terrorist Attacks

• Complete recommended actions from previous level.
• Be alert to suspicious activity and report it to proper authorities.
• Talk with community leaders, emergency management officials, government agencies, community organizations and utilities about disaster preparedness.
• Ensure your emergency communication plan is updated (including the purchase of needed equipment).
• Ask your local Red Cross chapter to provide a “Terrorism: Preparing for the Unexpected” presentation at your workplace for employees.

Elevated Security Threat Level
YELLOW/ELEVATED -- Significant Risk of Terrorist Attacks

• Complete recommended actions from previous level.
• Be alert to suspicious activity and report it to proper authorities.
• Contact a private security firm for a security risk assessment and to determine the availability of support/reinforcement.
• Contact voluntary organizations you support to determine how you can provide assistance in case of an emergency.

High Security Threat Level
ORANGE/HIGH -- High Risk of Terrorist Attacks

• Complete recommended actions from previous level.
• Be alert to suspicious activity and report it to proper authorities.
• Update your emergency plan to include continuity of operations and media materials on hand.
• Determine any need to restrict access to your business or provide private security firm support/ reinforcement.
• Contact vendors/suppliers to confirm their emergency plan procedures.
• If a need is announced, contact the nearest blood collection agency and offer to organize a blood drive.

Severe Security Threat Level
RED/SEVERE -- Severe Risk of Terrorist Attacks

• Complete recommended actions from previous level.
• Listen to radio/TV for current information and/or instructions.
• Be alert to suspicious activity and report it to proper authorities immediately.
• Work with local community leaders, emergency management officials, government agencies, community organizations and utilities to meet the immediate needs of the community.
• Determine any need to close your business based on circumstances and in accordance with your written emergency plan.
• Be prepared to work with a dispersed or smaller work force.
• Ensure mental health counselors are available for employees.
