Explanation of Homeland Security Threat Advisory Levels

The Federal Terrorism Threat Advisory System establishes a range of threat levels determined by the FBI that serves to frame the nature and scope of the Federal response. The State of Florida and the City of Fort Lauderdale have adopted this threat-classification scheme. The five threat risk levels are: Green = Low; Blue = Guarded; Yellow = Elevated; Orange = High; and Red = Severe. Threat risk includes both the probability of an attack occurring and its potential gravity. The current threat advisory level is:

Homeland Security Threat Advisory Levels

Low Security Threat Level
GREEN/LOW -- General Risk of Terrorist Attacks -- The potential threat does not warrant actions beyond normal liaison notification and operations.

Guarded Security Threat Level
BLUE/GUARDED -- General Risk of Terrorist Attacks --
Intelligence or an articulated threat indicates a potential for a terrorist incident.

Elevated Security Threat Level
YELLOW/ELEVATED -- Significant Risk of Terrorist Attacks --
Intelligence or an articulated threat indicates an increased potential for a terrorist incident.

High Security Threat Level
ORANGE/HIGH -- High Risk of Terrorist Attacks --
Intelligence or an articulated credible threat indicates an increased potential for a terrorist incident.

Severe Security Threat Level
RED/SEVERE -- Severe Risk of Terrorist Attacks --
Terrorist incident is imminent or may have occurred.
