In November 1995, the Fort Lauderdale City Commission adopted Resolution 95-170, establishing the Northwest–Progresso–Flagler Heights Community Redevelopment Area (NPF-CRA) pursuant to Chapter 163, Part III, Florida Statutes. A Community Redevelopment Plan was originally adopted in 1995 and subsequently amended, with the most recent Amended and Restated Community Redevelopment Plan adopted in 2025.

The Amended Plan serves as both a strategic vision and an implementation framework designed to eliminate conditions of slum and blight, stimulate private investment, and promote equitable, inclusive, and resilient redevelopment within the CRA. The objectives of the Plan are to guide public and private reinvestment in a manner that balances economic revitalization with community preservation, expands housing opportunities, strengthens infrastructure and mobility, supports small businesses and workforce development, and protects the cultural and historic fabric of the community.

Implementation of the Plan is led by the City of Fort Lauderdale Board of City Commissioners acting in its capacity as the Fort Lauderdale Community Redevelopment Agency Board of Commissioners, with support from the CRA Advisory Board, which provides community-based guidance to advance the CRA’s mission and long-term redevelopment goals.

NPF CRA Advisory Board

The Northwest-Progresso-Flagler Heights Redevelopment Advisory board was established under Ordinance C-96-23 and appointed by the City Commission. The advisory board makes recommendations to the community redevelopment agency in regard to implementing the redevelopment plan.

The Northwest-Progresso-Flagler Heights Redevelopment Advisory Board consists of members who are residents of, own property in, or are employed in the City of Fort Lauderdale. The Northwest-Progresso-Flagler Heights Redevelopment Advisory Board comprises of the following appointed members:
