NPF CRA Residential Enhancement Program

The Residential Enhancement Program is a CRA incentive that provides financial assistance for exterior improvements to single-family homes located within the Northwest–Progresso–Flagler Heights (NPF) CRA area. The program is designed to help property owners enhance the appearance, safety, and overall condition of their homes.

Eligibility Requirements

To be eligible for the Residential Enhancement Program, the following criteria must be met:

  • The property must be situated within the Northwest–Progresso–Flagler Heights CRA boundaries
  • The applicant must be the legal property owner listed on the deed
  • The property must be a single-family residential home,
  • The property must exhibit visible exterior deterioration or deficiencies that indicate a need for improvement, as determined by CRA staff. Applicants may also submit a current City code citation as documentation to substantiate the need for improvements.

Additional eligibility: At the discretion of the CRA, two (2) to four (4)-unit residential properties may also be considered, provided the property owner resides in one of the units as their primary residence.

Eligible Improvements

Eligible exterior improvements include:

  • Exterior painting
  • Landscaping
  • Fence repair or installation
  • Exterior lighting
  • Driveway repair or installation

Improvements are generally limited to front-facing or street-visible areas of the property and must receive written CRA approval prior to the start of work.

Ineligible Improvements

The following are not eligible for funding under the program:

  • Interior improvements
  • Work completed prior to CRA approval
  • Unpermitted work
  • Decorative or luxury upgrades
  • Ongoing maintenance
  • Installation of sprinklers or irrigation systems
  • Water wells
  • Lawn décor or decorative lighting
  • Removal of large trees

How to Apply

Applications will be accepted beginning January 20, 2026.  Property owners may apply by submitting a Residential Enhancement Program Application & Agreement, signed by all owners listed on the deed. If notary services are needed, please contact the CRA to schedule an appointment.

Funding & Payment Information

The Residential Enhancement Program is a reimbursement-based program. Funding assistance is provided for approved improvements only, up to a maximum of $10,000 per eligible property.

  • Property owners are responsible for paying contractors directly
  • Reimbursement is issued after work is completed, a final inspection is approved, and all required documentation is submitted
  • Property owners are responsible for any costs exceeding the approved award amount
  • Reimbursement will not be provided for work completed prior to CRA approval

Application Priority & Reapplication

  • Applications will be accepted on a first-come, first-qualified basis, subject to funding availability.
  • Property owners who have previously received assistance from the NPF CRA for this program or its predecessor, are not eligible for funding for the same improvements previously received, but may reapply for new improvements, up to a maximum of $5,000.

  • An exception for previously approved improvements may be considered if the applicant provides: A current City code citation for the improvement(s), and documentation demonstrating a financial need to complete the improvement(s)

All reapplication requests are subject to CRA review, approval, and funding availability.
