The Strategy and Innovation Division leads the management and coordination of the City’s Quality Management System, which is designed to drive continuous improvement and ensure the delivery of high-quality services. This system integrates a range of Citywide plans and initiatives that span all departments, including the City’s Vision Plan, Strategic Plan, Annual Commission Priorities, annual budget, process improvement and performance management programs, and the annual Community Survey.

The Division fosters a cross-functional culture where departments work collaboratively to identify improvement opportunities, streamline operations, and enhance organizational effectiveness. As a central resource, the Strategy and Innovation Division provides training, coordination, guidance, and support to all City departments, helping them align their efforts and achieve strategic goals.
