Community Risk Assessment and Standards of Cover

The Community Risk Assessment and Standards of Cover (CRA/SOC)(PDF, 21MB) is a comprehensive, data-driven evaluation of the risks facing our community and Fire Rescue’s ability to respond effectively.

Developed using the framework established by the Center for Public Safety Excellence (CPSE) and the Commission on Fire Accreditation International (CFAI), the CRA/SOC examines community characteristics, emergency incident patterns, response performance, station and resource deployment, and the types and levels of risk throughout the service area.

The Standards of Cover connects those risks with the resources needed to address them. It helps Fire Rescue evaluate where stations and apparatus are located, how quickly resources can respond, whether appropriate personnel and equipment are available, and where opportunities exist to improve service.

More than a planning document, the CRA/SOC provides a foundation for data-driven decision-making, resource deployment, performance measurement, and continuous improvement—helping ensure Fire Rescue resources are aligned with the changing needs of the community.

The 2025-2029 Strategic Plan for Fort Lauderdale Fire Rescue

The Strategic Plan 2025(PDF, 9MB) outlines the goals and direction of the agency. Concerns of the community for internal and external stakeholders.

Strategic Plan

The Strategic Plan serves as Fire Rescue’s roadmap for the future, translating the department’s mission and long-term vision into clear priorities, measurable objectives, and actionable initiatives.

Developed with consideration of community needs, operational demands, emerging risks, workforce requirements, technology, infrastructure, and available resources, the plan establishes where the department is going and how it intends to get there. It provides a structured framework for aligning daily operations, major projects, budget priorities, and organizational improvements with broader service goals.

The Strategic Plan also creates accountability by identifying specific objectives and performance measures that can be monitored over time. As conditions change, the plan provides a foundation for evaluating progress, adjusting priorities, and ensuring that Fire Rescue continues to evolve with the community it serves.

Ultimately, the Strategic Plan connects vision to action—helping ensure that investments in people, equipment, facilities, technology, training, and service delivery are purposeful, coordinated, and focused on providing the highest level of public safety and community service.
