Community Redevelopment Plan: Northwest-Progresso-Flagler Heights Area
The Northwest-Progresso-Flagler Heights Amended and Restated Community Redevelopment Plan 2025(PDF, 13MB) serves as the current guiding document for redevelopment activities within the NPF CRA. The updated Plan provides a vision statement and implementation roadmap to enhance quality of life, stimulate investment, protect the cultural fabric of the community, and allow the CRA to remain responsive to projects that align with its goals and statutory authority.
The 2025 Plan recognizes the CRA’s strategic location near Downtown Fort Lauderdale and the Brightline Station, while emphasizing the need to balance economic revitalization with community preservation. The Plan focuses on investing in people and place by restoring infrastructure, increasing affordable and mixed-income housing opportunities, supporting legacy small businesses, encouraging adaptive reuse, and enhancing public spaces across the CRA.
The updated Plan is organized around five core redevelopment goal areas:
- Economic Development
- Housing and Residential Life
- Public Improvements and Infrastructure
- Transportation, Mobility, and Parking
- Redevelopment Support
The 2025 Plan also reflects the CRA extension through November 7, 2035 and incorporates the terms of the Interlocal Agreement, including the City-only tax increment financing structure during the extension period.
Historical Plans and Background
The documents below provide historical context for the development of the Northwest-Progresso-Flagler Heights CRA and helped shape prior redevelopment efforts. These plans have been superseded by the 2025 Amended and Restated Community Redevelopment Plan, which is now the current guiding document for the CRA.
Original Community Redevelopment Plan
The Community Redevelopment Plan(PDF, 4MB) for the Northwest-Progresso-Flagler Heights Area was originally approved in 1995 and amended in 2001. The original Plan provided a long-term redevelopment framework intended to eliminate slum and blight, support reinvestment, improve quality of life for residents, and attract new development to the area. The original Plan included strategies related to land development regulations, mixed-use zoning, design guidelines, development standards, employment opportunities, housing opportunities, and funding mechanisms to support redevelopment and revitalization within the NPF CRA district.
NPF CRA Implementation Plan
In February 2008, the NPF CRA Implementation Plan(PDF, 8MB) was created to be the agent for change in the area. This change is proposed to occur by setting eight goals:
- Aggressively pursue the redevelopment of all vacant properties at the intersection of NW 6th Street and NW 7th Avenue for large scale development
- Strategically redevelop large, underutilized sites to be compatible with the overall vision of the CRA, including the Trash Transfer Facility, the Mizell Center and the Concrete Plant
- Make changes to the Zoning Code to make the parking requirements more compatible with development goals and eliminate inconsistencies in the project development review process
- Create and implement area wide design guidelines
- Continue to promote home ownership opportunities by utilizing vacant lots for infill housing
- Create positive redevelopment opportunities through the development of the 7th and 9th Connector
- Implement comprehensive traffic calming measures to mitigate the effects of cut-through traffic
- Target and attract specific industries to establish a presence in the area.
Five-Year Strategic Plan
In October 2013, the CRA Board of Directors approved the Five-Year Strategic Plan(PDF, 2MB) which creates a transparent spending program tied to the objectives of the CRA Redevelopment Plan, over the course of the next five years. The Five-Year Program delineates the policies, programs and investments necessary to achieve the goals and objectives of the CRA Redevelopment Plan. The development of a Five-Year Program for the NPF CRA will create a transparent and simple framework to prioritize our efforts and chart a course for success.
